A Distributed Network of Primordia Nodes automates and accelerates Health & Operational Data exchange process between Pubic Hospitals and the Hellenic Ministry of Health
Hellenic Ministry of Health achieves 90% economies of scale in bridging its Business Intelligence System with 58 Hospitals of the National Health Network
In 2014, under the pressure of European Commission, the European Central Bank and the International Monetary Fund, the Hellenic Ministry of Health (Electronic Government Directorate) initiated a series of discussions with all Health-IT vendors licensing software to the 139 Medical Units of the Greek National Health Network (NHN). The aim was to identify a business and technology architecture enabling Hospitals’ IT Systems integration with the newly established Business Intelligence System of MoH, thus facilitating direct operational data collection, analysis and visualization in the form of critical performance indicators about NHN. The discussions resulted to a project footprint with a cost estimate of more than €2m and an unbelievable administration complexity for that period.
In 2017, the same project was launched under a €200k contract covering 58 Hospitals all around Greece, with the belief that a low-code platform with a distributed architecture could rise to the challenge. Within 6 months, MoH and its contractors used Primordia to deliver the BICONN family of Apps, i.e. an e-Government Gateway handling the streamlined flow of 9 complex datasets from each participating Hospital to MoH BI System.

Documentation of logistics transactions among hospital departments; drug and consumables supplies and circulation
Financial Transactions
Documentation of accounting and trade transactions, budgeting, stock inventory, payments and balance sheets
Personnel Payroll
Personnel records and payroll analysis, in individual employee level, along with its professional demographics
Doctor Appointments
Information for registered and concluded Appointments with clinics, services or individual doctors of the hospital
DATA FLOW
1 major App with 12 time-triggered business processes, facilitates collection of raw data from Hospital Databases, their processing, cleaning, transformation, mapping and finally their transmission to the MoH Business Intelligence WEB Services in the form of SOAP and HL7 messages (through service tasks and background operations)
MESSAGE INSIGHT
8 Apps facilitate access to processed data and messages, as well as to the data processing error logs, enabling Hospital Users to identify which data should be updated or enhanced in order to meet quality, integrity and soundness rules set by MoH BI system, as well as to provide accurate and real time information to their management regarding the message flows and data processing operations
ERROR ANALYTICS
3 Apps enable Hospital IT administrators to manage and extend codification mappings (e.g. Department codes, Measurement Units etc) as well as to generate reports regarding the e-Gov Gateway performance
REPORT EXCHANGE
1 App hosting a collaboration with 2 conversating processes, enables report packaging and transmission from Hospitals to the MoH Primordia Node, thus allowing the Ministry Managers to monitor the efficiency of the distributed network and the performance of data collection processes
The Central Monitoring Hub
In 2019, a new App was developed for the MoH Management, delivering a fully dynamic Dashboard with advanced data visualization components, through which Network Monitoring becomes even more efficient. Apart from the locally-executed Operations, the App is additionally orchestrating Distributed Services of collaborating Nodes (Hospitals) in order to provide instant access to remotely hosted data (e.g. data error logs).
